While it has slightly lower scaling for Dex, Zweihander has much higher base damage. It has great reach and decent damage for the weight along with relatively low stat requirements. It's one of the weapons with the best movesets and you need very little stats invested to use it. Both suck. zweihander is a full commitment weapon, claymore is maybe a bit more forgiving and has a more versatile moveset, tradeoff is lower range, less poise break and less damage. For ultra greatswords on that build, I still use the Greatsword instead of the zwei for the same reason (GS + leo ring is *nice*) For the vast majority of PvE, all that power in the zwei isn't necessary, imho. Whenever I try to use the Zweihander it hits the floor even when I meet the strength requirement. It's fast and powerful, with very strong critical hits.
